Recently I asked Helen Angel if we would be getting shields in Update Aquatic, and she confirmed NO shields in the Update Aquatic. This is due to them coding the shield and getting feedback from Java players on how to improve it, so don't think that they are just putting it off, they are working a lot to make shields come to Minecraft Bedrock.
